Poor response to noisy neighbours complaint

I have these disrespectful and discourteous neighbours who are constantly making disruptive noise. They socialize loudly during the late night into early morning. I can hear them through the walls of my bedroom, laughing, talking, moving furniture, banging loudly. I cannot sleep. I have been complaining from about a year now to City Property Customer Service, the Building Manager and Security yet no one shows any will or commitment to resolving the matter and putting a stop to their antics.

City Property makes all the right noises (no pun intended) in their marketing and hype and brand themselves as offering accommodation that is safe, secure, family orientated, quiet and peaceful, when they are unable to actually enforce any of these claims much less their own lease rules.

I am typing this @11:00 at night after complaining twice and getting nowhere, so suffice to say I deeply regret leasing a flat from City Property and would not recommend them to anyone due to their poor service delivery and follow through on their claims and client complaints.
