Why E-mail when no one ever bothers to respond

3 months ago I queried my electricity bill because of high usage. An electrician was sent out to investigate and they found that our meter was linked to the unit next door thus the high usage and were told a credit of R951.95 is due for incorrect billing.
they said the problem was fixed and we should see a decrease on our statement going forward. Well the next month we received our statement just to find it the same, I queried the reading with our Body Corp.(she takes all the meter readings and send it to Trafalgar for processing) she found the reading she sent through and the one on my statement did not correspond and that Trafalgar has overcharged me R401.95. It was sent through to accounts to be rectified.
Last month the same thing, again I queried my electricity usage and again the reading Trafalgar has on the statement does not correspond with what was sent through, I was overcharged R395.06 and had to be sent to the Acc dept.for correction.
On the 27/11/2013 I queried the outstanding credit of R951.95 with Zieta & Christina, needless to say I have not had any response from either one of them, this is not the first time my e-mails are just ignored and no feedback is given.
