Calgro M3 dont want to fix a licking pipe

I Bought my house through Calgro M3 (the developer), my house is located at jukskei View (waterfal view) in midrand. i moved in this year (2013) around march. A month or two later i realized that there is a licking pipe next to my tap. i informed the developer (Ahmed) and apparently he sent the plumbers who later informed me that its just the breathing valve.

The problem persisted and i inform Ahmed and he kept on ignouring my calls and emails. This week the situation became worse. theres water all over my house and i informed Ahmed again.

Ahmed reponded and said to me i have to fix the pipe myself. Ahmed is now telling me they cant fix the pipe as i moved in march already and its more than three months.

if the plumbers had fixed the problem the first time i wouldnt be complaining.im willing to take this matter up if i have to because im not going to fix that pipe myself.

its very unprofessional, my house cost R540 0000 and i expect eveything to be perfect.
