Meter Man charge

I own a sectional title flat in hillbrow, Our building is under administration, .The administrator Jan van den Bos appointed a none registered property management to collect from our building. This company is called PAL Property Management.

The administrator decided that our building should have pre-paid meters which most owners refused to have. To our surprise PAL property management invoiced me for the installation of a pre paid meter i don't have. I wrong an email to the administrator regarding this matter on the 22/08/2013. I refuse to pay for something i don't have.
