Huurcor refuses to refund deposits on time

I rented a property through Huurcor so that a friend of mine could have a place to stay, after she moved out of the property Huurcor has not refunded my depost to me, there have been a number of excuses given as to why they could not. Now after another tenant has moved out after staying about a year I am told they are holding the deposit while waiting for repairs to be made. The law is clear about deposits and the time in which refunds need to be made. Huurcor just does not comply.
