Placed under duress with threats

Today I had to speak to a Francois at Impact Meters in Pretoria as I battled to understand the invoice and payment structure. Earlier this year I renewed my lease with my landlord. In no discussion leading up to the signing of the new lease in which I took on the monthly water payments and the DSTV and the ADSL because the landlord was maxed on his side was i informed of a deposit to be paid on the water. I am now sitting with a R7000 bill, which I as a single mother cannot pay, i have 3 children and a mom to take care of and I am the breadwinner. I tried to explain the situation to him and wanted to suggest a further repayment option because he started threatening me with cut off and would not even listen to me, which resulted in my slamming the phone down as I am at work and wont get into a shouting match. He was rude, obnoxioux, completely unhelpful, and I want a director of the business to contact me, not his subordinates who are rude and very unhelpful. I havent got the money! I am not in the position to take a loan and the Consumer Commission will not allow an offer to be rejected! I want a professional to talk to!
