Barking dogs keep barking, barking and BARKING!!

The dogs of Rhino Ridge unit 56 is a cause of constant irritation. I live in 57.
They bark when I leave my front door, and they bark when I exit my back door. They bark when I receive guests, and they bark when my neighbour receives guests. They bark when my neighbour has left, and they go crazy when she arrives. They bark when the maid is at work in the neighbouring unit and they bark when the garden services comes around. When the garden services leaves the gate open between our units, they come into my back yard and poop on the grass.
I even took a cell phone video from my balcony of the one dog barking in the back yard for NO apparent reason.
I have been formally complaining in writing since November 2012 to the Body Corporate and Pro Admin (the Managing Agent). I have spoken to the Chairman of the Body Corporate, and he put down the phone in my ear after uttering some very rude words to me.
- The Chairman has telephonically confirmed that the dogs are a nuisance
- Pro Admin has confirmed in writing that my neighbour does not have permission to have dogs
- I have received no feedback or reassurance that anything constructive is being done
Pro Admin=No Admin??
