Electricity cut off

Electricity was cutt of lastweek without any written warning- and the account is is not in any arreas .when we asked for a statement we got a stament that duz not show where the amount owingis coming from and whrn er call to enquire we are told to pay without any explanation of the bill .we are told we must pay R3700 in oder to get electricity bck nd the we pai the electricity bill every month we need emegency assistance becouse ladies at reception ate very rude and they do not want to listen. And have todlers in the flat and its winter and they are suffering becose some1 duz not want to do their jobs. Please help
