STILL WAITING FOR AN AMENDMENT

On the 11.01.2013 we completed an application for amendment of birth registration of a child born out of wedlock. I was advised that my son's surname would be changed within two months. Surprise, surprise almost 4 months later and the surname still has not been changed. I followed up a few time already and the information about the time frame keep on changing. I was advised that it would take 2 months, then 4 months, then up to 6 months. Today I've been advised that this will take between 6 and 8 months. This information is different every time I follow up, and their website also states something totally different 6-8weeks. I would appreciate someone that can help me urgently with this. I would like to lodge a complaint for not getting any joy out of my application and it seems like someone is not doing what they are suppose to. WHERE CAN I LODGE A COMPLAINT WITH THE DEPARTMENT, OR WILL IT EVEN HELP???
