What was meant to take 5 working days is 4 months

My mother applied for GEPF for contribution to her medical aid as a retired teacher in 2012. After at least one call every week since then she has not recieved feedback. Everytime we call she is told that her application is being finalised & escalaed (since 2013-02-07) and will take 5 working days. The last call made was today (2013-04-18) which is still being finalised. We have been dealing with the team leader directly for a month with no success.
