Illeagal Connections in Sea Cow lake

Hi we live in Sea Cow Lake, Durban. We have power failures weekly due to cable and illegal connections. We call the electricity department and get told that they will come and remove the illegal connections. Usually the next morning a technician comes out and switches on the power. The next night the same thing happens. I understand that this is a very common problem in South Africa and we are supposed to just live with it. But we are honest tax paying citizens so why should we just accept that this is part of our lives. Surely something can be done. Simply coming and removing the illegal connections does not work either because those that initially did the connections come back and do the same thing and hence the problem occurs again. The area we live in is a high risk area so not having power almost every 2nd or 3rd day is not an ideal situation. We are living in constant fear. We have been burgled many times. Please I would not be addressing my problem with you if I had not exhausted all other avenues.
