Rip Off / No Service and Immoral

Good day
I am disgusted with these people from the migration office in Cape town. They Charged my Brother R2500.00 for a service fee that they never explained in the first place and he was doing a study permit that is not even close to be touched nor done. this office is by the home affairs in Cape town and they said they'll get the boys stuff sorted out ASAP and its a month now and the university is waiting for Study permit or they'll simply De-register the boy with full payment accountability.

Please help regarding this people, as this is outrageous and inhuman. Went to their offices today only to be told" You came here by yourself, we didn't call you).
And personally I don't think there's anyone in their right mind to be giving people money for something that is not even clearly explained and thus taking advantage of people's share desperation.
