Not paid by GDE for work completed

I worked as a substitute teacher at St Barnabas College from August 2012 until December 2012.The school paid me an allowance with the understanding that I must pay it back. I filled a GDE post. I completed the application forms and handed all of it over to a person called Roselyn in HR at the GDE, Braamfontein at the end of August 2012. In October 2012, I was informed by a person called Takalani in HR that I must request a letter from the Western Cape Education Department to confirm that I took the Voluntary Severance Package. I handed the letter to Takalani in early November 2012.In December 2012 mr Sabeka, told me that approval was given and that I will be paid in January 2013. However, early January 2013, I was told by Roselyn that I will not be paid through the government's Persal system, but as a vendor. Again I had to complete forms that I handed to another official, Thabiseng and she submitted these forms to the Gauteng Shared Services on the 14th January 2013. On the 21st February she received a vendor number and HR had to generate a mandate for GSS to pay me. Until Friday, this was not done. I was told by Takalani that it will take another 4 weeks for me to get paid.
