When will they get it right

I am paying my rate bills evey month but they are still deducting money when i buy electricity, have been to the offices to sort this out but it keeps on happening. I have on several occassion also request them to move my meter box and they said they would said someone and nothing happens, i have tried everything, this is my last hope!
