REFUND: TRAFFIC FINE TICKET SOFTWARE ERROR

Goodday, I received a traffic fine ticket in September 2012 which i paid on the 04th October 2012 (R250). On the 16th November I received a letter stating that the was a technical software error that was identified with the camera software, for a refund to be processed i need to complete a refund form and fax back along with proof of payment. All the required doc's were faxed on the 19th November 2012. A week later i contacted them to confirm whether they have received my fax and i was told that my request is in the processing department., they will contact me when the cheque is ready for collection. On the 20th December I went on leave, i was back in the office on the 08th Jan i made contact with them again and i was told that my cheque is ready for collection and i advised them that I'm unable to come to Town can they please Post it. On the 18th I called again and i was told that it was posted and they gave me an RD number (415476503ZA). I went to the Post Office and i was told that the Rd number does not exit. I called them twice yesterday spoke with Eric whom advised me that they are offline i should call again later. How can it take 3 months to issue a cheque? really! Thanks
