No forms, bad attitudes, no help, very dirty

I went to 5 different police stations just to get 1 form. I am in the process of getting a worker a work permit and the forms takes 6 to 8 weeks to get back to me and the worker only has 1 month to be in the country. This process is not done yet and it has cost me thousands. I have not received good service once and every department building was disgusting, dirty and unmaintained. I am now also in the process of prolonging the stay of the worker and I have to go to another district because my district does not have the forms. This has not been a pleasant experience and it is not done yet.
