Phones are never answered

Why does the City of Johannesburg have phone numbers or pay Call Centre staff? Are they under-staffed, are the lines down or are the staff "at lunch" all day and every day? The phone is never answered. I have managed to get through ONCE after nearly 2 hours waiting for the phone to be answered so someone with half a brain cell could tell me that "no problem has been reported in my area". The entire area had been without electricity for 6 hours but how would the council know if they don't answer their phones? THEY DON'T WANT TO KNOW ABOUT ANY PROBLEMS because someone in the council may need to do some work. That would mean another strike! You pay the staff every month but if you want then to do any work, you need to pay them more. The Refuse Removal guys are already asking for "Xmas Box" because they will be on strike next month.
