Extreme delay in payment of govt pension

I resigned from Public Service October 2012. More than a year later, my pension has not been paid out yet. I have been advised that tax directive has been issued (after more than a week with SARS), and on Monday the news was "awaiting release by bank", same story Tuesday and today. They say it is a system issue and that "no human can intervene". Excuses for delay eg "systems failure", "no response from the relevant official". I cannot adhere to my contractual obligations and family responsibilities. This is becoming a total nightmare. Mr Baloyi has been very friendly, but how can someone not do anything about the system to expedite the matter?
