Failure to repair faulty mains shut off valve

We are trying to find a water leak at our premises, but cannot do so unless the Tshwane Metro Water mains shut of valve to our Security Complex is completely closed off. We are losing 50000 to 60000 liters of water every month due to the leak that cannot be found or repaired unless the Tshwane Metro repairs the faulty shut-off valve. Access to the complex is not required as the faulty mains shut off valve is on the side-walk in front of the Complex.
We have sent numerous e-mails to the Tshwane Metro customer care address. We are still waiting for the valve to be repaired, now 7 years later still nothing has been by the Tshwane Metro to repair the faulty valve. The estimated water loss over this period is 4.2 Million liters.
