Electricity wrongly cut and damaged goods

Hello Peter... kindly assist with the matter regarding city of tshwane, they cut my electricity wrongly for 3 days in April, and my food got rotten in the fridge. They send me an email telling me that their insurance people will contact me..these has happened in April 2013 till now, no one contacted me. kindly assist.
