Traffic Deparment was compared to my kitchen!

I went to pay traffic fine at Marlboro Traffic Department. Cashier was busy reading a newspaper. He looked at my fine and seemed irritated. Than told me that he only takes payments for Johannesburg City and my fine was from Western Cape and went back to his reading. I asked him what is the procedure for paying fines from other province and he ignored me. After repeating my question several times he eventually looked up and said: "If you are sitting in your kitchen you wont know what is happening in others' kitchen". I was taken back by his comment and attitude. I asked his name but he refused to give it out. Eventually I got his name from person working across the corridor. His name is: Kabheka S.
