Failure to protect and serve

I went to report the of my cellphone at the Durban North police station and the officer I spoke to refused to take my statement claiming what had happened amounted to me losing my phone and not. The phone was out of my nappy bag which was on the pram that I was pushing in makro with my baby in it i.e. the phone was while in my possession. How does this equate to me losing my phone? Are we changing the definition of in South Africa to lighten the work load or improve our crime statistics? Unfortunately the officer upset me so much I left in tears without getting his name.
