Really rediculous accounts - Acc: 2102235422

Our account 2102235422 which is my electricity and water account just keeps on adding up. Last month we received a statement for an amount of R4800 and we had no problem with that. Then we receive a final notice of R11648.00, when you ask the accounts department about this they say that this was an amount that was handed over in January 2011 and we only made an arrangement in September 2011 for the arrears amount, which was also an rediculous amount of R18000.00 which we only owe R7800.00 on as this gets paid every month via arrangement of R520.00, now there is another amount of R11648.00 that we owe them plus the new statement for this month is R17780.00 and now its more arrears. Really how the does a person owe so much all of a sudden, if the amounts get calculated they are trying to tell us we owed them R47428.00, THIS IS FLIPPEN REDICULOUS. Someone needs to sort this out and advise us as i am sick and tired of this place and there bills. Every sencond month it is something else and more money. I want an explanation regarding this matter urgently, where the does a person get the money to keep on paying but they are fast to cut your electricity if you done pay.
