Double billing for Bin

What is the point of Bin Verification exercise just done by COJ?

For 2 months in a row I have been billed for 2 bins despite verifying 1 bin with them plus the statement acknowledges 1 bin but charges for 2!!!

Nice way to enhance revenue - they take the money but man try and get it back?
Been waiting 3 years for refund on water and lights paid up-front on a property I sold... may as well write the money off ..
