Credit not transferred to the new ACCOUNT

Good Day
Please could you assist with the following queries stated below
o Account No : 302415259
This account has a credit balance of -R3, 865.15 (as per the call centre) which was closed since it previously belonged to the Late Mr Morris Somacele and TND Somacele and a new account has been issued under TND Somacele and TC Somacele.
o Account No : 551732161
This is the new account which is under Thulile Nokuthula & Thabisile Charlotte Somacele replacing account no: 302415259.
This account only has the Electricity, Water & Sanitation billings on it.
o Account No : 551948514
This account has Property rates and Refuse billing on it.
My concern is that we are receiving 3 accounts monthly and the best solution is to consolidate the accounts and issue us with 1 account which will include all the billing requirements.
NB: please could you also advice why the Property rates on acc no: 551948514 is R1, 834.93 and acc no: 302415259 is R213.63 I need clarification.
We have attached the payment confirmation which was made by our attorneys during 28/11/2011 and 02/08/2012 which amounts to R16, 424.52. Please can the open balance on acc no 302415259 be moved to the main one account
