Rejected - Woman asking for protection - Abuse

My sister has received numerious death threats from x-husband when he is high on drugs and alcohol. She has a protection order against him but keeps violating the order. Been to court 7 times and postponed each time. Approached police to remove his weapons after last insident (last week) and they said they cannot take his guns away because if someone breaks into his house that night and shoot him, he will sue the police for taking his weapons. There were numerious insidents where he had his guns and knives on him and physically abused her or threatened to kill her, the kids and her whole family - infront of the kids. He still has visitation rights as the court case not heard yet, but my sister has no where to turn for help!!!
