License Re-registration from 'N' to 'L'

Can anyone please tell me WHY, do I have to pay to re-register 2 Vehicles, a caravan plus a trailer from the Old North numberplate to the new Limpopo number plates? Why do I as South African have to pay for our countries under educated nation who currently sits in the main seats of our government? The other day I was pulled over by an Gauteng Metro Police car, because I had 'Fake' number plates, just because the officer had NO IDEA where the Noord Transvaal is? No you expect met to pay to re-register 2 road worthy vehicles, a caravan and a trailer because our police/traffic departments are to uneducated to know where Noord Transvaal is. Please, can ANYONE from the Limpopo Traffic Department contact me, and give me a clear solid reason to why I have to pay for our countries Incompetence?
