Germiston Commercial Crimes Division useless

Since last year August I worked with the SAPS Germiston Commercial Crimes Division on a case of a Normal Foley from Bizauctions that took money from various people in transactions as an estate agent. The case has been passed to the SAPS commercial Crimes Division and I even involved the NPA to assist in this. This guys took more that R 5 Million rand from various institutions and people
Eventually I was told a warrant has been issued for Norman Foley in January 2013. Norman Foley fled out of JHB and we have some idea where he might be. I contacted the SAPS in Germiston wanting to know the status
of the warrant. The inspector then left the division and joined another. Since then I have been contacting the SAPS training to track the warrant of arrest, with no success and no return calls, updates, actions or anything.
I have no idea any further what to do or this a case of another criminal getting away with.
My trust in the NPA and our wonderful SAPS Commercial Crimes Division in non existent ate the moment.
Why does our law allow people to get away with this kind of actions
