Non payment of the work done

I was contracted by Madibeng Local Municipality for the construction of RDP Houses at Refentse Township in Brits North West Province. We started in January 2012 and the first invoice was submited in April 2012 and the last invoice in September 2012 all 5 invoices is not paid to date as Madibeng management promising all the time but nothing happened. We had several meetings with the Municipal manager, Director, MMC, Meyer and Legal Advice of the Municipality but all the efforts and promises from them still hanging. The Provincial Department has indicated that Madibeng must pay as they failed to hand over the project to the Provincial Department, but know is about 14 months we waiting for the payment and the Sub-Contractors and the Supply still not paid as a result to this delay of Madibeng. Know the project has stopped and the community are safaring as there is no Water and Sewer in the village as all is incomplete. All the construction work is done by water sourced by the contractor from independent Supply and paid by the contractor. No one from Madibeng is willing to pay us but the work has been done and aproved by the NHBRC and the ENGINEER.
