Neglect of Patient

My father has been admitted to Ward 5 ICU after having strokes that have led to confusion and physical restrictions. He is being tied to the bed so tightly that he cannot move, and his door is being closed so that they cannot hear him calling or screaming.

Due to medical issues, he is not allowed to eat or drink, but he does not understand why because of his stroke condition. I feel that it is unfair to treat an elderly person who is confused in this manner. At least bind him so that he can still move without being able to get out of bed.
