Handed over but never received anything in the mai

Today I got a call from NRB advising I have been handed over by Jacklin. I asked how can I be in arrears if I never received anything in the post? I have never gotten a letter advising I am in arrears? Legally you have to be informed in writing 3 times before you are handed over. Secondly I was told to pay NRB but they refuse to forward a statement or invoice with the amount. Then I was told they will send a statement via email but I will be charged for the email? Proof of outstanding amounts for books I did not receive yet is not available and into a bank account I don't usually use for Jacklin? How do I know this is legit and where is the correct procedure followed here? After the call they then smsed the bank account details and amount but I still don't have proof that this is what I owe and who these people are? There are so many going around how do we know this is legit? I refuse to pay if I don't get some clarification. Public perception is very important in any business, I will take this further.
