Cake Decorating Issues

Hi I subscribed to the Cake Decorating issues for my daughter I received my invoice stating that my account will be debited for the amount of R39.90, my account was debited for R119? and i haven't received my orders. On the 1st November I called querying my order I was told to change my address to a box address which I did and was told it takes 14days for the changes, my account was debited again for R239? and I still haven't received ANY of the issues which I paid for. Please advise if I am EVER gonna get these issues.
This is highly frustrating as I have called the offices several times and I am told to wait!!!

Please assist.
