Making a noise since 7am on a Sunsay Morning

I have asked the guy selling the paper to please not scream every Sunday morning Weekend Argus as we and the neighbours are still asleep, he apparently works for a Gavin from Ruyterwagt, I have appalled to Garvin's son that drops him and the paper off but he says the should be screaming and selling the paper.. Please help as this is a disturbance, every Sunday Morning. My dog cannot bark for 3 minutes but this guy screams non stop for hours.
