Sportwater - Failing to pay refund

On the 26/02/13 I made a payment to the company for an amount of R4500 for the purchase of an ozonator. They posted the item without any invoice attached. After working 3 days the ozonator stopped working. I contacted the company and as per their request I posted the item back. After numerous promises the item did not get fixed and the owner said he will pay the money back. Up until today no payment has been made. I made numerous attempts to contact him but he is not answering his phone. Some sms messages he did reply on to say he will do a payment but nothing happened. This is now 2 months and I'm not getting my money back.
