What is going on at Customs?

My sister in law mailed me a package from USA in late December 2012- early January 2013. On the 4 February several weeks after the package was mailed I recevied first notice that the package is being held at "stop shelf -4038". I phoned and spoke with Veronice on 5 Feb 2013 she said she would look into it and call me back, she didn't. I called again on 6 Feb 2013 and spoke with Veonica, she said that they still had not got back to her. I called again on 8 Feb 2013 and spoke with Corli, she said they were behind five days and to call back in a week. I called back on 12 Feb 2013 and then Corli told me they are behind a week and a half!!! This is ridiculous. I have explained to them that it is a gift (for Christmas) that my sister in law has mailed to her brother... quite apparent by all the family photo's included. I don't know what to do anymore- I want my package, we have been waiting weeks for it and keep on getting told that it is going to take longer and longer.
Please could somebody help me sort this out. The package is marked with tracking number II278 435 368 ZA.
