Fraud and theft

We paid R13000.00 in 2014 for a pre-paid meter that has never been installed and after a transformer has been stolen they have fined us R15395.00 for tampering after they have recieved photo proof that they themselves did an illegal connection and proof of payment of R13000.00 and still refuse to answer why it has never been installed nor why they want a tampering fine payed.
