Threatened to cut our water with no probable cause

On Monday the 20th of January 2014, we received a visit from rand water with a threat to cut our water an less we provide proof of payment for our last bill. The frustrating thing is that we had only received the water bill that morning, so when I said that we only just received the bill and I still need to go pay it, they took the liberty of cutting our water. I was left with no choice but to drop everything and rush off to pay the bill.
What upsets me the most is that after a discussion with these gentlemen, I discovered that they had no idea if I had an outstanding bill or not, and they were in fact just taking a chance. This is disgusting as there people who are owing hundreds of thousands of rands and our bill was less than R500.
