Poor Service delivery

I have been sitting in the UIF application row for two hours. Only 2 officials on duty to service the flood of people (around 100 persons).
Their explanation is "The other people is still on leave till Monday."
Talking of poor service delivery, poor planning is the actual problem. Incompetence by the person in charge is my geuss.
