Spam?

I've received an email, which I'm not sure if it's spam or not. According to this mail I owe more than R2500 for using toll roads! This is surprising to me since I haven't applied for an Etag BECAUSE I DON'T USE TOLL ROADS since I live % km away from work and I'm the only one using my vehicle.

I have searched the Sanral site and even Googled it as to where can I confirm as to if it was spam or not. If not, how did they get my email address and also how did get to that amount?

I was worried about the fact that REGISTRATION numbers of vehicles are used for billing. I worked at a local government and I know how frequent vehicles use cloned registration numbers.
