Sheridon Centre Post Office refused pmt of TVLicen

Authority letter emailed to [Email Removed] with confirmation of pensioners (RM Blackstock I.D. number 380718005005) status on 18th December 2013 @ 08.27AM. To date no reply received.
Post Office Sheridan Centre, Farramere, Benoni. Post office official refused to receive payment at pensioner rate of R74.00 due to non receipt of confirmation of receipt of email from Mrs Jenny Barnard (daughter of Mrs Blackstock)
Mrs Blackstock is now stuck between the rock and the hard place where neither party is able to process her tv licence timeously and correctly. This could hold Mrs Blackstock liable for prosecution for non payment of tv licence.
Mrs Blackstock is 75 years of age and for the past 10 years has been paying full rates annually.
In all fairness Mrs Blackstock should be refunded the R26 monthly debit order per month - payment totally R312 for the past 10 years.
The SABC TV Licencing Department have Mrs Blackstock's ID number in their system. Surely, it is technically possible to establish her age and therefore her status and automatically reduce her annual / monthly payment.
