Exorbitant Duty on postal gifts

We have received two gifts from overseas family and friends, both of which have been subject to excessive duty. On enquiring at the post office we were advised that the customs department assigns the value and we must pay 10% as duty. If we object we can refuse to accept the gifts or we can ask for a re-valuation. The following duty was charged:
500g Tea leaves valued at R180.00 duty R18.00
One A5 sized photo plus 4 Christmas cards packaged together valued by customs at R708.20 Duty required R 70.82.
Faxes to the department of Customs and Excise and to the minister and deputy minister of finance remain unanswered
