INSANE!! Money making

I'm being told to pay R1200 to get my own dog back from the SPCA and besides that I have to sterilize my cat otherwise I don't get my dog??! Or the other option is to give up my cat to the SPCA then I can get my dog.

How is my cat relevant to getting my dog back?
Anyone that can help me regarding this?

Is this how the SPCA make money by people with these preposterous rules to which the SPCA bides?

I just want my dog back

This does not seem to be a service to provide safety and shelter to animals, they are using this against people to get their own animals back and make a pocket full of money.
