BAD SERVICE

I received a bad service at KSD Municipality where we asked for the upgrade of electricity box, 2011 we had at home unveiling of tombstone where we went to them asking for upgrade they told us to pay 1200, although other houses were upgraded freely, this year October we had funeral and went again to them, they refused to do it,
please clarify to us if this payment done by certain individuals or houses.
these guys promised to do things but failed to act.
