Charge?

It's the second time I've sent my driver to renew and register lisence disks.
the first time I was charged R170 "debt paid" and then today R66 "debt paid". i phoned and Ntutu told me there's no way they can see what this is for??? so, i must just pay pay pay and there's no explanation for it - not even PS NELo said what it was for?
could a branch manager get back to me ASAP.
