Jhb Zoo Halloween parking rip-off

Took friends & family to the Jhb Zoo for Halloween. The parking area was full, so imagine our disappointment when, parking in the streets, a parking vendor demands R40 payment (issuing a pre-printed receipt) for his services.
This was not on the zoo advertising leaflet, and since when can someone demand payment for a member of the public to park on a public road?

I suspect zoo officials will claim no knowledge of this practice, but I counted at least 15 of these vendors in green vests, making every effort to assist with parking and demand exorbitant remuneration.
