Withholding deposit and refusal to respond

On the 13th of August 2013, I paid R 1400 deposit for an outdoor wooden patio bench. When it was delivered It was not of good quality. It was badly finished and so rough that it would have damaged clothing and scratched peoples skin. I phoned immediately and said that I would not accept it and it was taken away. I have since phoned on numerous occasions and sent several e mails requesting my deposit to be repaid. The owner refuses to speak to me or to answer my e mails. I have been told that the money will be returned, but 6 weeks later the deposit still has not been put into my account and the owner still has not contacted me at all.
