No delivery on a promised service!!!

At the end of May 2013 i contacted Divorde RPD to get my fiances final decree of divorce from the mafikeng High court. I paid in R500 immediately. We could not get married on 29 June without this paper.
TWO DAYS before our wedding i still hadn't heard anything. I phone numerous times and finally got through tot eh owner who said they are having difficulties etc etc.
I then called the mafikeng high court myself. they said i must just come through. As i work, my future inlaws drove 3 hours to mafikeng, got the papers in 10 mins and drove 3 hours back!!!
i would like My R500 refund back as i paid for nothing and all i got back was excuses.
