No response to emails RE my refund!

I paid this company a R300 deposit for them to get started with the project. After 3 weeks on no progress on the work still to be done they acknowledged that they've been busy and I will get my refund before the end of the week.. It's been almost 2 months now, no website has been designed nor have I been refunded. I emailed them twice this week and got no response. When Michael Loans wanted me to use his company to design my website he was always responding to my emails within seconds even at midnight, now that i want my refund I don't get any response.
