CLOSED BEFORE CLOSING BUSINESS HOURS

I went to K Qola pharmacy in Ngcobo got there at 16h45 the doors were closed, as I was turn back walking away a guy that works there came out and I went to him and asked what time does the chemist closes, he said at 17h00 but the are closed already, I asked why he only told me that its closed as I can see that its closed. I feel that this is bad service closing 15minutes before the time the business is actually suppose to close.
