Employers that deduct UIF but not registered

I was employed by Sorbet July 2012 until the 1st of March 2013 and started work elsewhere. I was going on maternity leave 1 May 2013. However I requested the necessary documents from previous employers without any hassles, except for Sorbet Cape Gate. I had to beg for the forms to be completed and returned to me, which was taking forever. When received it was incomplete. I replied to ask for an updated form. It took a while for response. After 8 weeks I did not receive any payouts (it takes between 2- 6 weeks to process) and then followed up with Department of Labour and they told me that my application was declined due to Sorbet Cape Gate not being UIF registered and the nr was also absent on my form...
When I contacted the employer again re this matter I was told that they are still waiting for the nr...? This was supposed to happen as soon as UIF was being deducted.! Surely its illegal?!
After getting very impatient I was told that they need a week to finalise, I agreed. When the week was up I reminded them- to which I was told SARS need another 2 weeks! I refused to wait any longer and mentioned that I was going to report the matter. I was told that it will take another 3 weeks
